Abstract
Urban resilience is an important part of the sustainable urban development agenda, providing a proactive approach to the growing challenges within cities and making them more responsive and safer for the future. Therefore, the research problem was to ask: How can the integration of the Analytical Hierarchy Process (AHP) and Analytical Network Process (ANP) be used to determine which cities have the most resilient systems in the event of an emergency? It is assumed that the use of integration between the AHP and ANP will facilitate the initial assessment of the resilience of city systems and the development of policies and measures that would improve urban resilience. A model will be built using the AHP and ANP that helps in the initial assessment of the urban resilience of the cities of Najaf and Kufa. The most important finding of the research is that the city of Najaf is more flexible than the city of Kufa, according to the evaluation indicators that were adopted in the research.
